Transfer industry churns unabated in Higher Education Department 
Asstt Professors 'buy' convenient city postings

JAMMU, Mar 15: In brazen violation of State transfer policy, nearly 20 percent of Assistant professors out of total 101 who were transferred recently in Higher Education Department, have secured their postings within city limits, either through their close allegiance with higher ups or by offering huge money.
In-spite of Chief Minister Omar Abdullah's open declaration before public to curb the unabated growth of transfer industry, same is minting huge money for higher ups of the department and for Government representatives.
According to the recently transferred Assistant professors of colleges, on March 12, 2013 under Government order 120-HE of 2013, out of total 101, 20 have secured their posting within city limits, while out of total 60 professors of Jammu region, 13 have secured their postings within 20 kilometers of city, depending upon the size of amount given by them. It has been learnt that around Rs. 60 Lakhs have allegedly been exchanged in the transfer of these 101 candidates.
As per list published the candidates who secured their postings within Jammu city are Tabasum Ara who has been transferred from COE Jammu to WC Parade, Parveen Akhter from WC Parade to COE, Jammu, Poonam Kamotra from WC Parade to GGM Science College, Anita Jamwal from WC Gandhi Nagar to GDC Paloura, BB Anand from GDC Paloura to WC Parade, Desh Bandhu Sharma has been transferred from GGM Science College and posted at MAM College, Pankaj Bandoria from MAM College to GGM Science College, Ranu Bala from COE Jammu to MAM College, Satish Kumar from MAM College to COE Jammu, Nisha Bhagat from GDC Paloura to WC Parade, Meenakshi Thakur from WC Parade to GDC Paloura, Mumta Gupta from WC Parade to Commerce College and Jyotshana Mohan from Commerce College to WC Parade. Moreover, Shortika Rajput who was under transfer to GDC Khour has secured her posting at WC Gandhi Nagar.
Moreover, in Kashmir division, out of 41 candidates, six assistant professors have secured their postings within Srinagar city limits. These are Farhat Jabbar transferred from SP College Srinagar to WC MA Road Srinagar, Niyaz Ahmed Wani from WC MA Road Srinagar to SP College Srinagar, Abdul Rashid Dar from AS College Srinagar to GDC Ganderbal, Mohammad Syed Shah from AS College to GDC Bemina, Syed Tanveer Andrabi from GDC Bemina to AS College Srinagar and Manzoor Ahmed Mirza from WC Nawakadal Srinagar to GDC Baghi Dillawar Khan Srinagar.
An Assistant Professor seeking not to be named said that as per transfer policy, one has to serve two years in peripheries, following which 3 years in city. "For securing transfer in city limits, the bribe rate allegedly varied between Rs. 80,000 to Rs. 1 Lakh. "Those who were serving in city limits and wanted not to go in peripheral colleges, have to give same amount for getting their postings at RS Pura and Akhnoor," he alleged, adding that in the recent transfers, around Rs. 60 Lakhs have been exchanged.
He further said that most of the candidates who have secured their postings in cities belonged to affluent families, and these city colleges have become rehabilitation centers for wives and for near and dear ones of wealthy families, politicians and bureaucrats.
Another professor also alleged that it was the grim reality in Colleges and schools, where one must pay huge bribes for their transfers within cities, but the deserving candidates never get their postings within city limits, even after serving for decades in peripheries.
The bureaucrats besides the concerned Ministers are minting money, in gross violation of transfer policy norms and deserving candidates are being suffered, at their cost.
These candidates who have transferred from City limits to RS Pura and Akhnoor are Yash Paul from GDC Akhnoor to WC Parade, Bindu Sharma from GDC RS Pura to WC Gandhi Nagar, Ekta Gupta has been transferred from GDC Akhnoor and posted at WC Gandhi Nagar, Monika Malhotra from WC Gandhi Nagar to GDC Akhnoor, Amit Paul from GDC RS Pura to WC Gandhi Nagar, Samriti Manchanda from WC Gandhi Nagar to GDC RS Pura, Sunil Gupta from GDC RS Pura to GGM Science College, Rajesh Kotwal from GGM Science College to GDC RS Pura, Anil Ganjoo from GDC RS Pura to MAM College, Sushma Sharma from GDC Akhnoor to GGM Science College, Rahul Kait from GDC RS Pura to WC Parade and Tasleema from WC Parade to GDC RS Pura.
