Governor admin's maiden presser reveals less, conceals more

Jammu, Feb 24: The maiden press conference convened by the first ever official spokesperson of the Governor administration, here today created more confusion in the minds of people rather than clearing it.
The appointment of the Spokesperson itself was mired in mystery as there was no order on the official website of General Administration Department or on the official website of Governor office regarding the appointment.



The message circulated by Information department reads, 'Principal Secretary, Planning Development and Monitoring Rohit Kansal has been designated as official spokesperson by the state government to address a press conference on Sunday 4 PM'. It was also not known whether Rohit Kansal was official spokesperson for the Sunday's press conference only or was designated for the times to come.

The rumour-mill started spinning by unprecedented developments such as issuance of two government orders directing hospitals of Kashmir valley to stock up on medicines and setting deadline for the food department to complete distribution of ration. Such orders were issued in the backdrop of movement of 100 companies of paramilitary forces to Kashmir valley and crackdown on Jamat-e-Islami and separatist leadership, adding more to confusion.


Though all these unprecedented developments were concerned with Kashmir valley but the press conference was held in Jammu, rather than in the valley.

Adding to confusion, State Administration Council (SAC) convened a special meeting, which was unscheduled. Same was followed by the press conference by Rohit Kansal, Principal Secretary to Planning and Development Department, who was accompanied by Secretary to Higher Education Sarita Chohan and District Development Commissioner (DDC) Jammu Romesh Kumar.


During over 15 minute press conference, Rohit Kansal repeated the statements which were already in public domain and already circulated through the press release issued by SAC's brief meeting.

Rohit Kansal mentioned about reports of attacks on Kashmiri students and measures taken by state government. It was only the repeat of MHA's advisory of February 16 as well as February 22, directing all the states as well as nodal officers to ensure safety of Kashmiri students, studying in various states of country.

On the question of 100 new paramilitary companies' movement, Spokesperson repeated the reply of Governor mentioned in SAC's press release that it was done in context of forthcoming elections.
When asked if CRPF was being replaced by ITBP and BSF in operational matters, Rohit Kansal said that there was security grid and a separate wing for operational matters, so it was upon them to use Force A,B or C for any type of matter.

On official orders of Health and Food department, he said that due to closure of national highway there was difficulty in maintaining the supply of essential commodities ration, fuel, medicines and such orders must be seen in the context of national highway's closure as well as shortage of supply.

On the actual condition of Separatist leader Shah who was allegedly attacked in Tihar jail, Rohit Kansal said, "Don't believe in rumours and don't spread rumours".

Instead of clearing air about the rumours, the unprecedented press conference raised some more questions which will add on to confusion. Some of these question are, "Why SAC holds unscheduled meeting on Sundays?, Why official spokesperson was appointed by Governor for the first time?, Why Press conference was organized in Jammu rather than in valley, when all rumours concerned to valley?", Why a special PC was organized when Governor had already said everything?, What was actual condition of Shabir Shah? etc.
